[arch-dev-public] move sqlite3 from core to extra

https://bugs.archlinux.org/task/29296 Nothing in core is depending on sqlite anymore in core. So it should be fine to move it to the extra repo. I'm also going to rename it back to sqlite providing sqlite3 when doing this. Any objections? -Andy
