IMO if a library is not used by any package, then it's not worth to keep it in a repo. (I'm talking about any library here, not just libtar). Well, maybe some libraries may be good for programmers, but then if they are useful - there would be at least one package that make use of them.
I mostly agree. libtar was in the repos for pacman pre-3.0 only, if I remember right
