[arch-dev-public] Replace syslog-ng with rsyslog

http://bugs.archlinux.org/task/12314 Just want to know what you guys think about this. The biggest concern, from a lot of people, appears to be that syslog-ng is dual licensed, so patches may get denied because they are already in the pay version. I'm upgrading syslog-ng right now, and thought about this one
