[arch-dev-public] [new package] bootchart

Hi guys, I'd like to add bootchart[0] to 'extra'. As far as I can tell it is the best of the available bootchart implementations, it is actively maintained, and the upstream maintainer is easy to work with. I uploaded a sample bootchart[1].
