[arch-dev-public] [signoff] libtool-2.4-5

This splits the libtool package into libltdl and libtool. Most packages that depended on libtool probably only need to depend on libltdl. This will allow people to not install libtool and thus gcc on their systems (FS#25516). Signoff both, Allan
