IMO it should be fine in Extra. makedepends should not require placing them in Core, IMO.
Assuming we still follow the rule that core should be totally independent of extra then a makedepend *does* have to go into core.
It doesn't have to be in base or base-devel mind you.

Glib2 is another makedepends of syslog-ng still sitting in extra. Just a reminder. For consistency we should tread them the same way. I vote for moving both of them to core.
I agree with Andy here. It's only two packages, and this way it keeps [core] independant (covering Jason's response too).
