My question is: is it okay, or should we avoid it by removing these two packages from the 'xfce4-goodies' group or moving them to [extra]?

Groups are just for convenience and members don't have to be in the same repository. The latter also applies to regular dependencies these days as it's more practical to have a dependency maintained by a TU than left rotten in [extra]. At least that's my view on it. BP
