We don't ship half a KDE or half a GNOME, so we shouldn't do it with mono either. That said, I don't use mono and don't particularly care about it.
As it seems that there are no objections for this, I will doing it soon. Additionally I will add some groups for it to make it clearer.

I think I have finished the task. Hopefully I haven't forget a package, I will add it tomorrow if so (It's late and I should go to bed). But everything is running here on my computer, so it should be complete.
