Seems reasonable to me, +1 as long as it doesn't pull in other deps and has maintainer(s).

+1 here, as it's also in FreeBSD and OpenBSD base (and ubuntu as they don't have a root account which can be logged in :P). One sidenote though, sudo is not development. Is base-devel the only group/category this can go in?
