New filesystem in core-testing with fully locked accounts

Hi all, please note, that filesystem 2025.10.12 in core-testing now features fully locked user accounts [1] based on the ongoing related TODO [2]. In case you run into any issues with those user accounts because of this, please report them as ticket on the package.
