Because there is absolutely no upgrade path for that.
Wouldn't this work?
$ pacman -Syu --ignore filesystem $ mv -i /usr/local/sbin/* /usr/local/bin $ pacman -Syu
Conflicts, packages installed there with a package manager, ... People do dumb things with /usr/local.
