With base-devel, we've always encouraged people to remove the makedepends already in that group. Would we do the same for "base", i.e. remove dependencies that, beforehand, were explicit?
We've been doing this for as long as I can remember.
Only 156 packages have glibc in their depends array.

We is very generic term. I'm not doing it. If your package links to libc.so, put it into deps. Bartłomiej
