[arch-dev-public] Replace syslog-ng with rsyslog

The biggest concern, from a lot of people, appears to be that syslog-ng is dual licensed, so patches may get denied because they are already in the pay version. I'm upgrading syslog-ng right now, and thought about this one

I didn't look at rsyslogd, but I am actually happy with syslog-ng. So unless we have a REAL reason for switching (and some bitchy licensing concerns are not a real reason to me) I vote -1.
