Since nobody seemed particularly opposed, I went ahead and set up the 
mumble server. See here:

Once a better solutions comes around, I'm happy to switch to that.

Currently I'm the only admin. People will need to connect with their 
auto-generated mumble certificates and self-register. I can then assign 
permissions to people. I don't want to make it complicated so there's no 
Keycloak integration. There will be a separate mail to staff so people 
know how to connect.
