This is unrelated, but does Arch Linux respect rootwait?

My hooks line in /etc/mkinitcpio.conf:
HOOKS="base udev autodetect modconf block resume filesystems keyboard fsck"
I don't see any issues in there that'd cause your systemd issues. Did you try reinstalling systemd? Regards, Mark
