You can set the initial keyboard layout in gdm (at the bottom of the screen), or (if you're already logged in), using System → Preferences → Keyboard.
But that is not saved when I log out and restart the machine if I set it in system preferences.

Hi, Correct me if I'm wrong but that should be something like the names of these files /usr/share/kbd/keymaps/i386/qwerty/se-fi-ir209.map.gz /usr/share/kbd/keymaps/i386/qwerty/se-lat6.map.gz /usr/share/kbd/keymaps/i386/qwerty/se-fi-lat6.map.gz /usr/share/kbd/keymaps/i386/qwerty/se-ir209.map.gz Maybe se-fi-ir209, se-lat6, se-fi-lat6 or se-ir209? -- Guillaume
