Yes, we have only migrated open bugs to Gitlab. I'm not sure whether it makes sense to revive the bug if it is not an Arch Linux Packaging issue, since if I understand the old bug correctly it is to be fixed upstream with the tracking issue being [1] as you have commented there.
If so, how to bring the old wisdom in the new system?
Just create an account by sending an E-Mail to accountsupport@archlinux.org (we have currently still closed public registration due to spam issues), set it up and you're ready to contribute. Just make sure to have a look at the [Bug Reporting Guidelines][2] before starting to do so :)
I could not find it in gitlab and it does not have any hint about a place there as migrated bugs (closed because of migration) do have.

You'll have to open a new issue and reference the old one, given that it is actually an Arch Linux Packaging bug.
