Mostly upstream (depends of course a bit on which package you have in mind). If an app links against libpulse it means that it would crash if libpulse is not installed, so we add a dependency on libpulse.
A dependency that does not cause the app to misbehave if it is not installed (such as plugins, etc) should (in general) be an optdepend.
