Yes im sure VLC, Sylpheed, Thunar, Geany, Xfce can use German locale, because they do it now too. I has reinstall Arch now.

Try to reinstall glibc.
In the future, if you get a warning or error that a necessary file is missing, you can use pkgfile to see if there is a package that should be providing it. This is what I get: $ pkgfile /usr/share/locale/locale.alias core/glibc -- Curtis Shimamoto sugar.and.scruffy [at] gmail.com
