You already decide whether to "start service" or "skip service" when you edit /etc/rc.conf. In the event you feel like it's important to change your decision, simply bootup to whatever runlevel you can and edit the file.
And if you've screwed up your system so far that it doesn't boot due to something in /etc/rc.conf then boot with init=bash and then modify your config.
