On the other hand; i have similar situation as you, but i used .xinitrc: LANG=nl_NL.utf8 export LANG

This works when you start X with startx.

On gdm login window, there is a lcoal select. I got a en_US desktop If I select en_US, and a zh_CN desktop if I select zh_CN. No matter the .profile or .xprofile 's LANG setting. -- 不是所有的特仑苏都是牛奶
