I did (well actually, *I* didn't: I went to look and saw that someone else had already asked). The answer was: "Who is stupid enough to have more than one sound card anyway?"
Jerome Source please. I (and quite a few others on the PA list) have multiple sound cards, and I've never encountered such attitudes from the primary developers. The whole point of pavucontrol and module-combine is to allow for easy sending of signals to different or multiple cards/outputs.
