In any cases, this is not something that you can control globally. It has to be handled separately in every install scriptlet of daemon packages. Also keep that in mind.
I don't see why pacman has to handle this at all. I've never heard of anyone having a problem with this situation, ever. Let's not add features unless there's a real need for them.
