No, it won't. Because the metadata will take more space than the actual application. Besides, wpa_supplicant and dhcpcd is needed not only for wifi-menu.
My answer is yes: it will make wifi-menu usable to anyone who wants to use wifi-menu and installs the package.
IMHO, wifi-menu has always been a strange tool because it requires root privileges to operate. But if I login as root, I might as well use wpa_cli, iw or write a profile directly.
