There are no Arch Linux releases. You downloaded the ISO, but the ISO doesn't really have any bearing on what gets installed when you set up the system, it always downloads and installs the latest packages. 6.6.5 was just released hours ago and isn't in the repos yet, 6.6.4 is.
If you're asking if you can update the ISO, no you cannot.

On the Arch Linux download page https://archlinux.org/download/ , it clearly says Current Release 2023.12.01 with Linux Kernel 6.6.3.
Arch Linux is a rolling release distribution. While there are ISO images to boot from and get going with the installation there are no versioned releases of Arch Linux as you might know from Debian or Red Hat Enterprise linux.
So once installed you will just keep updating your installation frequently.
