The "upstream" is no longer maintained, but I have learned the internals and have already made about 30 patches. So, I can fix possible bugs, including parsing C, YACC and Java grammar.

This tool could be useful for Linux kernel developers (personally I use it along with cscope). And perhaps if it was in the "extra" repository, it could increase user interest in it.

You're kidding right? Software that's been dead for nearly 17 years upstream, has been in the AUR for more than 5 years with no votes, requires a bunch of downstream patches, and has a license that's very ambiguous about redistribution? How in the world would anyone consider this a candidate to package in Extra?
