I've been trying to swap ctrl to caps (mainly for emacs) and I've tried all the basics (dconf, xsession, and xinitrc) but none of them work.
Try putting this in your xinitrc: setxkbmap -option ctrl:nocaps

If you are running Gnome then in the tweak tool there is the option to switch otherwise I found this
