It turns out installing archlinux-keyring fixed this problem. I wasn't aware that package was missing from this system.

I recently had a similar problem where an -Syu didn't work until manually upgrading archlinux-keyring. I think if pacman were to do this automatically (if upgrading multiple packages and archlinux-keyring is one of them, upgrade it first), we could get rid of this inconvenience.

I don't think that's even necessary anymore as pacman will prompt to install missing keys But if you think the install notes could mention this, https://wiki.archlinux.org/title/installation_guide#Installation is a public wiki after all...

Indeed, pacman automatically attempts to download missing keys from our Web Key Directory (WKD). There were some issues with the WKD that prevented it from working as expected [1,2], but these have been resolved today. Therefore we should hopefully see less support requests regarding new packager keys as these should be now be downloaded automatically again without the need to manually install the new keyring first.
