I don't think many active members of the Arch community know what that group is. In fact, I am personally somewhat skeptical of Telegram in the same way I am skeptical about WhatsApp. (It may not be run by an unscrupulous social media company, but it is still a closed-source server model).
What would making it "official" mean? Users are free to reach out to other users however they would like to personally agree to reach out. The forums and mailing lists we host on our own website are a special case, and the IRC and reddit communities exist because many users wanted them to.
Agree with that. I think the Telegram group is better.

You have a link to the wiki page. If you can't connect to an IRC channel on Android (or search on the web how to do it) you may *not* want to use Arch IMHO

I recommend Revolution IRC which is open-sourced and the UI follows the Material Design guideline.
You can simply install it from Google Play, I don't know if it's on F-Droid also.
