[arch-general] extra/libmtp update

easy to say. updating to this new version means that we have to rebuild some packages since it has so bumps -usr/lib/libmtp.so.8.2.2 +usr/lib/libmtp.so.8.3.2 -- Ionut

They are both libmtp.so.8 so there should be no issues. Allan
