I tried to make one some time ago, but it is a lot more complex than it seems at first glance. I don't have the details at hand right this minute, but if you're interested, I can dig it up when I get home. There's also a bug on the tracker relating to this, but I can't remember which. It would be under the pacman project if you want to look for it. I seem to remember it talking about svn.

Wouldn't the PKGBUILD-git.proto do what you want? Btw, git (and other rcs) download agent makes possible to do makepkg --allsource. May be it is good idea?
