man pacman.conf says that UseSyslog means "Log action messages through syslog(). This will insert log entries into /var/log/messages or equivalent." It doesn't specify a syslog implementation... Journald is simply one of them.
If you wonder about facility and/or priority, then yeah, it is not indicated, but I guess it is daemon/info.
