[arch-general] ocaml package out of date

I believe most people use opam to install different OCaml version via opam switch, but you're right nonetheless and it should be updated.

You may want to ping the maintainer directly, I doubt he's reading this list. But I really doubt something that got a new version just one month ago qualifies as "super old"
