It's [core-testing] and [extra-testing] now [1] (not simply [testing]). ncurses 6.4_20230520 is in [core-testing] right now [2], so I assume this is the issue. Correcting your pacman.conf should solve it.

The repos are now called core-testing and extra-testing[0]. You can find ncurses 6.4_20230520-1 in core-testing[1], maybe this fixes your problem :)
