I'm not the maintainer or something, just found it on the web.

The official mirrorlist consists of mirrors with admins that have agreed to comply with our requirements (https://wiki.archlinux.org/index.php/Mirroring), therefore admins can request inclusion of mirrors to the mirrorlist. -Jakob
