This should to be requested by the admin/maintainer of the repo. It's good to have permission and some contact information.

The official mirrorlist consists of mirrors with admins that have agreed to comply with our requirements (https://wiki.archlinux.org/index.php/Mirroring), therefore admins can request inclusion of mirrors to the mirrorlist.
