This is a bug. The symlink is a good workaround, but we should fix that problem in the glibc binaries.
Oh yes, rebuilding the lib32-glibc binaries to use /usr/lib/locale path directly turns out to be a big pain, as glibc is very confusing about locales (and --localedir=... is not what I needed, apparently). For simplicity, we're going with the symlink now.
