A new release of mkinitcpio has been tagged.
As a reminder, make sure to clone the git repo instead of using the
tarballs from GitLab. The tags and commits are signed.

Changes in mkinitcpio:
* Create a /EFI/Linux directory on the ESP if the UKI will be output
there, avoiding the need to create the directory manually beforehand.
Changes in hooks:
* install/systemd explicitly creates /usr/bin/halt, /usr/bin/reboot,
/usr/bin/poweroff and /usr/bin/shutdown symlinks instead of copying
them to prevent errors on systems without these symlinks.
* install/systemd includes systemd-pcrextend.socket and
systemd-pcrextend@.service because of changes in systemd v262. For
volume key measurement into PCR 15, systemd-cryptsetup now
communicates with systemd-pcrextend over Varlink and requires these
unit files to do that.

Changes in mkinitcpio:
* Busybox-based init now uses /sysroot as the root mountpoint just like
the systemd-based one.
* When adding files, existing files, which have not changed and whose
permissions match, are not overwriten, but instead skipped. This
declutters the verbose output and avoids needless writes.
* Verbose output now correctly shows the included module dependency
file names.
Changes in hooks:
* install/systemd now includes systemd-pcrosseparator.service.
* install/systemd includes halt, reboot, poweroff and shutdown symlinks
from /usr/bin/ and .target units so that it is possible to invoke
those actions.
* install/sd-encrypt deprecates the mkinitcpio-specific
/etc/crypttab.initramfs file in favour of using the x-initrd.attach
option in /etc/crypttab (in the fourth field). This matches the
behaviour of other initramfs generators.
* install/sd-vconsole supports absolute paths in KEYMAP, FONT, etc.
* install/sd-vconsole includes the keymap and font files as-is without
decompressing them.
Changes in packaging:
* The libalpm script now skips rebuilding images when there are updates
to packages that are not needed by mkinitcpio hooks.
