The user's own pacman.conf can be problematic if 'devtools' is part of IgnorePkg. This resulted in the chroot having an empty mirrorlist and therefore a broken build.

This will break scenarios where the mirrors are not defined in /etc/pacman.d/mirrorslist. This seems more valid than having devtools in IgnorePkg. Anyway, this should really be fixed in pacman itself.
