Me too. You definitely can't install on vfat. You can try, but you will fail.

I also don't see any real sense for that, vfat is most commonly used for small mediums that need to be read by a large number of different machines and operating systems. So having a working installation is the prerequisite when a USB-Stick, SDCards or something similar has to be formatted.
