Yes, since syslinux-3.08 (05/2005) with com32 module mboot.c32 ;)
No, mboot.c32 can chainload "multiboot kernels". However, these kernels still need to be on the syslinux home partition! In theory, you could use this to chainload grub2, but it fails for very annoying technical reasons.
