I vote for deleting el_GR and keeping el, unless el_GR strings are translated to a variant of the Greek language that is specific to Greece (uses some terms that you wouldn't use in other Greek-speaking countries).
There is also el_*CY* (for cyprus), where the differences are minimal, but do exist. That's why I chose el_GR in first place.
