Unmarks packages out of date on update, I can't think of a case where this isn't a good idea and a lot of people complain about it (stonecrest).

This is for when a pkgbuild is updated, not initially submitted. At the moment the default behavior is to leave a package as Out-of-date when a new package is uploaded to update an old one. If this is what you meant I don't really follow why the patch isn't necessary. -- Callan Barrett
