This is for when a pkgbuild is updated, not initially submitted. At the moment the default behavior is to leave a package as Out-of-date when a new package is uploaded to update an old one. If this is what you meant I don't really follow why the patch isn't necessary. -- Callan Barrett

Note: Add the condition if pkgrel is unchanged then don't unmark out of date.
