Maybe you can have a look at how arch4edu [1] does a similar thing. At least for the AUR part. And for keeping the local repo I think you will find paru [2] helpful. I know most people use it as an AUR helper, but it is also very useful to build and test packages, and maintain a local repo. I personally use it to keep a private repo on my desktop PC with the packages I use from AUR, so I don't have to recompile everything on my laptop.
