I don't know when he last updated anything but at least 20-21 of his packages are outdated. If he's still active then it's alright, maybe he deems the packages stable as they are.
I've checked the Trusted Users wiki page. In 29th January 2008 shinlun had changed the status from Active to Inactive. http://wiki.archlinux.org/index.php?title=Trusted_Users&diff=35890&oldid=35877 I don't know if he should be candidate for removal.
