After a deletion request is processed, the package is removed from aurweb, but the underlying git repository remains available.

To create a new package with that name, you can simply clone the existing repository, update it with your files, and push your changes. I recommend following the AUR submission guidelines: https://wiki.archlinux.org/title/AUR_submission_guidelines#Rules_of_submission

So does that mean a package with that name can never be created again, even after the original package is deleted?
