I don't know if he should be candidate for removal. However i've updated lmms and his others package OutOfDate into community.

According to TU bylaws: TUs are expected to step down altogether if they plan on becoming inactive for a period longer than 2 months. shinlun has been inactive for more than two months. You could email him to ask about his status.
