The policy is only about base-devel; for base, there does not appear to be a clear policy. I personally always put those packages in the dependency list, because I consider the choice of packages in base to be extremely arbitrary. But some TUs and devs apparently do not do that, which is probably why there is this "troubleshooting" part in [2], where they recommend installing *all* of base.
