Usually it's to wait considerably long. Then if it seems that contributor doesn't care about Arch anymore (I know it's strange, but it happens), ask TU's for orphaning his/her(I believe that there is some) packages.

i've whipped up PKGBUILDs to enable dri with the ati mach64 chipset. i'd like to contribute them.
thing is, there's already one there:

however, that PKGBUILD doesn't install the recompiled libdrm. i've contacted the author, with no response.
i don't want to tread on anyone's toes, but i would like to contribute back to arch in some small way.
what's the proper protocol here?
